Collins Dictionary lists the definition of Cartel as:

“A cartel is an association of similar companies or businesses that have grouped together in order to prevent competition and to control prices. [business] …a drug cartel.”

Because of the association with drugs and organized crime, many English-speaking fans were caught off guard. One comment reads, “Bluey Narco? 😢”

A Comical Explanation

As most of you likely concluded, the word “cartel” does not have the same meaning in English and in Spanish. In Spanish, cartel refers to a sign or a poster. While this mistake is easy enough to make after a quick glance, it is important that all Bluey fans know the difference before they jump to a conclusion.
