Disney banned these parties due to unauthorized business on Disney property. Her thoughts on this ban was that Disney should treat all third party businesses the same.

It was pre-covid when Disney stopped letting most EVC scooter rental companies drop their scooters off at bell services. They went with a PREFERRED company and that was the only one who can leave scooters at bell services… in fact the resorts now simply have scooters from that company sitting there in reserve so you can rent one for the week.
For all other companies guests must meet the delivery person to take possession of the scooter they have rented.
So there have been changes evolving for a number of years regarding third party services.
