Restrictions for Disabled Guests at Universal Orlando Come After Recent Ride Death

Universal Orlando Resort has introduced new guidelines affecting guests who use mobility devices after the tragic death of Kevin Rodriguez Zavala on September 17, 2025. Zavala’s fatal incident on the Stardust Racers attraction at Universal Epic Universe, caused by “multiple blunt impact injuries,” prompted the resort to conduct a thorough technical and operational review in collaboration with local and state authorities.

Guests Must Now Walk Independently on Select Attractions

As of today, guests using mobility devices, including wheelchairs, are required to walk independently in order to experience certain rides. Previously, Universal allowed guests to take a small step into ride vehicles either on their own or with assistance from a companion. The updated requirements affect Epic Universe attractions such as Stardust Racers, Dragon Racer’s Rally, and Monsters Unchained: The Frankenstein Experiment.

Additionally, the new rules extend beyond Epic Universe, impacting popular rides across Universal Orlando Resort, including Hagrid’s Magical Creatures Motorbike Adventure, Harry Potter and the Forbidden Journey, and Jurassic World VelociCoaster. Guests who typically rely on companions for mobility support may now face limited access to these attractions.

Operational and Safety Review Underway

Following Zavala’s death, Stardust Racers was immediately closed to allow for a comprehensive review. Universal has emphasized that ride safety and guest oversight remain top priorities, though the new mobility rules mark a notable shift in accessibility policies. While the resort has not provided an official statement detailing the rationale for the updated guidelines, the changes are likely tied to the ongoing safety evaluation.

Guests are encouraged to check ride-specific policies and speak with Guest Services regarding accessibility accommodations. Universal has stressed that these rules are designed to mitigate risks associated with complex, high-speed attractions while maintaining a safe experience for all visitors.
