That explanation sounds straightforward. However, some commenters pointed out that if a payment issue was the cause, the resolution should be simple and immediate:

“Still, if that was the case, it should be something that comes up immediately when guest relations/guest contact center or anyone on site looks it up,” another user added. “Then it should be allowing the passholder to offer a new credit card to pay up right there, unblocking the pass, and letting them in.”

Others chimed in, explaining that guest relations might only see that the pass is inactive and that deeper issues may require calling the Annual Pass hotline or visiting a guest service window in person.

“The other potential cause for a hold is that somehow they suspect that the pass was being used by someone else,” noted one commenter.

A particularly eye-opening post suggested the user might have broken rules around merchandise reselling:

“I’m guessing OP was selling merch which is a no no if you use your UOAP discount too,” the user wrote. “They track everything from a data perspective. Honestly, it’s easy to see if anyone is buying multiple things on a very high scale, for potential scalping. And this behavior has been reported to automatically cancel APs & even banning individuals from being on premises before, including at the Mouse parks. They just keep it quiet for obvious reasons. Theme parks take their Terms of Service pretty seriously, especially when it cuts into profit.”

This highlights a key but rarely discussed point: Annual Pass discounts are intended strictly for personal use. Attempting to profit by reselling discounted park merchandise violates Universal’s policies and can result in immediate suspension or revocation of the pass.
