A disturbing incident at a Walt Disney World Resort parking lot on April 17 led to the arrest of a man with a lengthy rap sheet.
The Incident in the Disney World McDonald’s Parking Lot
Shortly after 1:00 p.m. on April 17, 2026, a woman parked in the rideshare lot at the McDonald’s on Walt Disney World Resort property noticed a man who had parked his vehicle at an angle behind her. That man, later identified by the Orange County Sheriff’s Department as Gavin Jones, 36, of Windermere, Florida, then got out of his car and leaned against the hood.
According to the arrest report, Jones exposed his genitals and began masturbating while directed toward the woman’s vehicle. The victim told deputies that Jones was clearly aware she could see him, as the two made eye contact during the incident.
The woman put her car in gear and drove away. Jones got back in his vehicle and followed her.
Victim Looks For Help
Looking for help on Walt Disney World Resort property, the woman drove to the Central Florida Tourism Oversight District fire station located on site. No one was there. She kept driving until she found an Orange County Sheriff’s Deputy in the parking lot at Disney’s Blizzard Beach Water Park and reported what had happened.
Deputies arrested Jones, who denied the allegations of public exposure. He told officers that a “medical issue” causes him to scratch his pubic region without noticing, offering that as an explanation for what the victim and the arrest report describe. His vehicle was towed, and he was taken to jail.
Jones was charged with a first offense of exposing his sexual organs — a first-degree misdemeanor in Florida — and has pleaded not guilty. Orange County Sheriff’s Office records show he has prior arrests dating back to 2007, including charges of driving under the influence and battery on a law enforcement officer.
