Epic Universe may be filled with dragons, Nintendo characters, wizards, and massive new attractions, but behind all the excitement, Universal Orlando is also running one of the most heavily monitored theme park operations the resort has ever seen.

And according to a recent report from WDW Active Crime, even a small shoplifting incident can quickly turn into something much bigger inside the new park.
The reported incident involved merchandise valued at around $24. While that might not sound like a major theft, the response from Universal’s loss prevention team and local law enforcement painted a very different picture.
According to WDW Active Crime, the situation started after loss prevention officers allegedly observed a guest removing merchandise from a display and walking past all points of sale without paying. The guest was reportedly approached by Universal personnel and escorted toward the park’s loss prevention office.
At first, everything appeared calm.
The suspect allegedly cooperated during the initial part of the investigation, but according to the report, things escalated after the individual reportedly fled before Universal employees could finish the civil recovery process.

That’s when deputies assigned to off-duty security details inside Epic Universe became involved.
According to the report, the suspect allegedly ran through multiple sections of the park, including Celestial Park and Isle of Berk, before deputies and loss prevention personnel eventually stopped them. Authorities also stated the suspect allegedly resisted being taken into custody, which led deputies to perform a takedown before additional officers arrived to assist.
The suspect was ultimately arrested on charges including petit theft and resisting an officer without violence.
Honestly, stories like this are becoming more noticeable because Epic Universe is operating under a giant spotlight right now.
This is not just another theme park opening. Universal spent years building Epic Universe into what many fans consider the company’s biggest project ever. The resort is drawing enormous crowds daily, especially in lands like SUPER NINTENDO WORLD and The Wizarding World of Harry Potter – Ministry of Magic.
With crowds that large, Universal clearly appears determined to keep tight control over security operations.

According to WDW Active Crime, the arrest report also provided insight into how closely Universal works with the Orange County Sheriff’s Office inside the park. Deputies assigned to the property were reportedly operating in full uniform and using marked patrol vehicles while assisting with security and enforcement operations.
That level of law enforcement visibility is something many guests probably do not expect when they arrive for a theme park vacation.
Most visitors are focused on rides, entertainment, snacks, and merchandise. But incidents like this show there is a major security operation working constantly in the background.
And Universal does not appear interested in ignoring theft cases simply because the dollar amount is small.
In fact, the relatively low value of the allegedly stolen merchandise may actually be part of the point. Pursuing criminal charges over a $24 theft sends a clear message that the resort plans to take shoplifting seriously no matter the value involved.

Theme parks today are packed with exclusive merchandise, collectibles, interactive items, and limited-edition products. Universal likely understands that allowing smaller thefts to slide could quickly create larger problems, especially during Epic Universe’s extremely busy opening months.
Most guests visiting the park will never encounter anything remotely close to this situation.
Still, the report serves as another reminder that Epic Universe is not just relying on immersive lands and major attractions to manage crowds. Security enforcement has become a major part of operations too, and Universal appears more than willing to make arrests when situations escalate.
