A Disneyland Resort visitor claims he was coerced into paying a mandatory 20% gratuity at a popular food stand before even setting foot inside the Southern California theme parks. The alleged forced tipping incident at Joe’s Italian Ice—located just one mile from Disneyland Resort—has ignited controversy about businesses near Disney property exploiting tourists who may not realize they’re being charged unauthorized fees.
Automatic Gratuity Added Without Consent

Sam Carter (@Cartarsauce) took to X (formerly known as Twitter) on Tuesday to expose what he describes as a deceptive business practice at Joe’s Italian Ice. The frozen dessert shop sits within walking distance of Disneyland Resort, positioning itself to capture tourists heading to or from the theme parks.
Carter had been eyeing the popular establishment for some time, always deterred by massive lines. He finally decided to wait on Tuesday, eager to try the rotating selection of Italian ices and soft serve that locals and visitors rave about. Unfortunately, he walked away with an unwanted souvenir: a 20% gratuity charge.
“Been wanting to try Joe’s Italian Ice by Disneyland but it’s always slammed. Tho I hear the line moves fast,” Carter wrote. “Ya it’s pretty good but I don’t care for them adding a tip without asking. Major sus, that ain’t right. I don’t mind tipping but come on.”

Carter’s receipt told the story. His frozen dessert cost $7.79, but Joe’s Italian Ice automatically added a $1.56 tip—precisely 20% of the purchase price—without asking permission or providing an option to decline. The unauthorized gratuity pushed his total to $9.35.
Convenient Equipment “Malfunction”
Following the COVID-19 pandemic, mandatory gratuities and service charges proliferated at Table-Service restaurants across the United States. California law requires businesses that impose automatic tips to clearly disclose these charges on menus or in prominent signage visible to customers before they place their order.

When Disney Parks fans questioned whether Joe’s Italian Ice posted warnings about the mandatory 20% tip, Carter revealed an even more troubling detail. Not only was there no signage, but employees also told him that the customer-facing tablet—which would normally allow guests to select their own tip percentage or opt out entirely—was “broken.” Conveniently, the credit card chip reader attached to the supposedly malfunctioning tablet worked flawlessly.

The “broken” equipment explanation raises serious questions. Was the tablet genuinely malfunctioning, or does Joe’s Italian Ice deliberately disable tip selection screens to automatically charge unsuspecting customers 20% without their knowledge or consent? The timing seems suspicious—the payment processing hardware works perfectly while the customer interface that would allow tip choice remains mysteriously inoperable.
