Elderly Tourist’s Arrest at Disney World After Medical Emergency Raises Questions on Policy Enforcement
The incident has highlighted concerns about Disney’s approach to public exposure laws, especially when health-related factors are involved. While Disney is known for delivering a magical experience, it’s also bound by public decency regulations that can create challenges for guests facing unexpected medical needs.
Fernando Tadeo Bonnet, a visitor from Argentina, encountered difficulty during his visit last month when he urgently needed a restroom. Around 7:15 p.m., Bonnet, who suffers from severe urinary incontinence, sought help from a Cast Member to locate a restroom. Unable to reach the facilities in time, he attempted to relieve himself discreetly in nearby bushes outside the Ticket and Transportation Center’s security office.
The event quickly escalated when several Disney Cast Members observed the situation. One staff member reported feeling “shocked and uncomfortable,” while another, who had initially guided Bonnet toward a restroom, noted that he had unzipped his pants before reaching the restroom area, apparently overwhelmed by his urgent need.

A Disney security guard arrived and instructed Bonnet, in both English and Spanish, to stop and use the restroom nearby. According to the Orange County Sheriff’s report, Bonnet, who primarily speaks Spanish, may have misunderstood the instructions due to the language barrier, which added to the distressing situation. Bonnet’s attorney later argued that his client’s limited English proficiency likely compounded the confusion during the incident.
Orange County law enforcement arrived on the scene and subsequently arrested Bonnet, charging him with public exposure, citing his alleged exposure of sexual organs. Bonnet was trespassed from Disney property following the arrest, abruptly ending his family vacation. Although he has since returned to Argentina, the incident has spurred discussions about how medical needs, language barriers, and legal policies intersect at tourist destinations like Disney World.
Alain Rivas, Bonnet’s attorney, asserted that his client’s actions were not motivated by any intent to be indecent. “This was incredibly embarrassing and devastating to his family,” Rivas said, emphasizing Bonnet’s age, medical condition, and language challenges as contributing factors. Rivas submitted medical records as part of the defense, confirming Bonnet’s incontinence and maintaining that his exposure was the result of a medical emergency, not indecent behavior.

Charges Filed Following ‘Sexual Organs’ Exposure
Initially, prosecutors filed charges, with two of the three Cast Members who witnessed the incident choosing to press charges. However, on Thursday, the same day Rivas spoke to WDW News Today, the state attorney’s office announced the decision to drop the charges, citing Bonnet’s unique circumstances and lack of criminal intent. While the dropped charges spared Bonnet from legal repercussions, the incident left an indelible mark on his Disney experience.
The case underscores the strict enforcement of public exposure laws in high-traffic areas like Disney World, where authorities prioritize public decency. Legal experts note that, even when incidents are unintentional, law enforcement must work within established guidelines to maintain community standards. Although Bonnet’s case concluded with a dismissal, it underscores the potential complexities faced by visitors with medical needs at major venues, where quick restroom access is not always readily available.
Disney World maintains strict behavioral and dress-code policies to uphold a safe, family-friendly environment. Though Disney Cast Members are trained to assist guests with understanding and sensitivity, they are also required to adhere to park rules. In Bonnet’s case, Cast Members who observed his actions likely felt obligated to report the incident in compliance with Disney’s policies.

Despite Age, Medical Reasoning: Rules Are Rules at Disney
For guests with medical needs, proactively communicating urgent issues to Disney staff can sometimes prevent escalated situations. Disney parks offer resources like wheelchair rentals, accessible restrooms, and accommodations for service animals, designed to support visitors with specific needs. Guests are encouraged to seek assistance at Disney’s Guest Services for information on these amenities, which may help to avoid incidents similar to Bonnet’s.
Bonnet’s experience serves as a reminder of the importance of clear communication and an understanding of public guidelines, even amid health-related challenges. Though his charges were ultimately dismissed, his vacation was overshadowed by a misunderstanding that stemmed from medical urgency, underscoring that, even in the “happiest place on Earth,” some rules remain strictly enforced.
